Used to instruct a telephony device to call a number.
A call is made in upto 3 stages. Dialling a number, continuing a call and finally hangin up a call.Often the hanging up is done automatically but you may wish to do it manually. Call continue is needed to safe guard from big phone bills especially for phones like Skype where there is no physical handset to hangup.
On a skype call after a dialling request is made then a offhook message must also be made for the call not to be dropped after 10 seconds.

Duration=(Number of seconds to allow until auto disconnect happens, unless an offhook message is sent)

Tag=(Simply a unique tag for this call, a two digit number wold be fine. This tag must be the same used in any offhook or onhook messages sent later regarding this call.)
